2025 has been particularly groundbreaking for the Electro-Technical Training Department, marked by historic gatherings, strong industry engagement, and the expansion of training and assessment activities both in the Philippines and overseas. These initiatives reflect UMTC’s strengthening commitment to shaping future-ready Electro-Technical Officers (ETO) and elevating the profession within the global maritime landscape.

A Historic Gathering: The 1st ETO Alumni Homecoming

On November 7, UMTC successfully hosted the very first ETO Alumni Homecoming, bringing together more than 50 alumni from several batches—a meaningful reunion attended by both those currently on land and active cadets representing the next generation of maritime electro-technical professionals.

The evening became a robust exchange of experiences and inspiration. Alumni shared real-world insights, encouraged the current cadets, and strengthened bonds within the growing ETO community. The presence of Maritime Industry Authority (MARINA) and Technical Working Group (TWG) members of ETO in the Philippines added stature to the event, affirming the department’s alignment with national standards and developments in maritime education and training:

  • Samuel Batalla- Executive Director, STCW Office
  • Herbert Nalupa- Division Chief, Monitorning Division
  • Jonrey Calderon- Officer-in-Charge, Research and Development Division
  • Jaime Morales- Former Chairman, Board of Marine Engine Officers/ ETO-TWG

The gathering also inducted the interim officers of the ETO Alumni Association, setting the foundation for continued camaraderie, industry support, and professional growth among ETOs. 

Industry Visibility: UMTC at the IIEE National Convention

Further amplifying its reach, UMTC participated in the Institute of Integrated Electrical Engineers (IIEE) National Convention, a significant convergence of electrical, electronics, and power systems professionals from across the country.

This participation opened the door to meaningful conversations with engineers exploring the dynamic career paths available in maritime. It also positioned UMTC as a key bridge between land-based engineering expertise and seagoing opportunities, introducing the maritime pathway as a competitive and globally relevant field for technical professionals.

It was a valuable opportunity to widen the pool of aspiring ETOs and highlight UMTC’s role in developing skilled electrical and electronic officers for the maritime industry.

Expanding Training Horizons: Launch of the ROV Pilot Technician Training Program

Simultaneously, the Electro-Technical Training team launched one of its newest and most forward-looking training program- the Remotely Operated Vehicle (ROV) Pilot Technician Training.


Developed in partnership with BlueOcean and DeepOcean, this program introduces trainees to hands-on ROV control, subsea operations, and the technical competencies required in modern offshore work.

UMTC is proud to collaborate with these esteemed organizations, bringing world-class expertise and global offshore standards to Filipino maritime professionals. The program marks a significant step in diversifying and future-proofing the center’s training offerings.

Global Footprint: Electro-Technical Officers’ Assessment in Oman

While these activities were happening in the Philippines, the department was also expanding UMTC’s footprint abroad. UMTC’s Department Head Engr.  Don Deveraturda and Senior Instructor ETO Frederick Anatalio conducted an Electro-Technical Officer Competency Evaluation for Asyad Shipping Inc. in Oman- a testament to the trust placed in UMTC’s expertise beyond local waters.

They attended to 27 Junior ETO candidates and conducted both theoretical and practical assessments on ETO Competences as specified in the STCW Code Section A-III/6, covering the following:

  • Electrical, Electronics, and Control Engineering
  • Maintenance and Repair
  • Safety Working Practices

These evaluations underscore UMTC’s capability to deliver high-level technical assessments globally. They also highlight the competence and professionalism of the Electro-Technical Training  instructors, who proudly represent UMTC in the Middle East.

Strengthening Foundations, Expanding Horizons

The past month shows a clear trajectory: UMTC’s Electro-Technical Department is growing in influence, deepening its industry ties, and expanding its reach.

From connecting alumni and inspiring future cadets to representing UMTC on national and international platforms, these milestones reinforce the department’s mission—to train, uplift, and produce world-class ETOs ready for the evolving demands of the maritime industry.
